Sacred Band Constitution

We, the Quadrumvirate and Officers of Sacred Band FC of Faerie server on Aether Data Center, hereby adopt this Constitution to be our official Rank designations and Rules, on this the 14th day of the month of April, in the year 2019.  Last amended May 12, 2019.

Article I: Ranks

  1. The Quadrumvirate is composed of the four primary leaders of the Free Company: the Stratigos, the Navarkhos, the Hypatos, and the Technikos.
    1. The Stratigos, or General, is the “master” of the FC and “commander” of the Antistratigos.
    2. The Navarkhos, or Admiral, is the “commander” of the FC workshop, the FC airships, and the FC submarines.
    3. The Hypatos, or Consul, is the representative of the general FC members within the Quadrumvirate.
    4. The Technikos, or Technician, is the administrator of the FC website and Discord.
  2. Antistratigos, or Officers, are the secondary leaders of the Free Company.
  3. Hoplites, or Soldiers, are regular members of the Free Company.

Article II: Rights

  1. All members of the Free Company have the following rights:
    1. The right to request information about the workings of FC leadership at any time without question or hesitation.
    2. The right to know how and why and on what FC funds are spent.
    3. The right to disagree with leadership at any time.
    4. The right to debate regulations at any FC general meeting.
    5. The right to a welcoming FC that does not judge nor discriminate.
    6. The right to free speech within the FC chat in-game or on the Discord, provided it does not violate any game policy, or common decency, or local, state, or Federal laws and does not constitute threatening, menacing, bullying, violence-inciting behavior, or stalking in-game, on social media, on Discord, or any other form not mentioned.
    7. The right to request assistance from FC leadership for dungeon runs, primal fights (normal or ex), raids (normal or ex), special content (e.g., Eureka), in game events, or crafting.

Article III: Powers

  1. All members of leadership (the Quadrumvirate and the Antistratigos) have the following powers:
    1. The power to debate topics brought up in leadership meetings and to vote to approve or disapprove regulations, financial proposals, social (FC) functions to include contests and prizes, and FC reimbursement programs.
    2. The power to nominate a general FC member for promotion to Antistratigos rank to be voted on by leadership.
    3. The power to recommend a member for dismissal from the FC, which will be voted on by leadership, unless extreme circumstances exist.
  2. All members of the Quadrumvirate have the following powers:
    1. The power to immediately dismiss a member from the FC.
  3. The Statigos has the following powers:
    1. The power of veto over all votes, popular and leadership.
    2. The power to appoint a member to the rank of Navarkhos.
    3. The power to make executive decisions that are in the best interest of the FC.
    4. The power to nominate an Officer for the rank of Hypatos, to be voted on by general FC members and leadership.
  4. The Navarkhos has the following powers:
    1. The power of veto over popular votes that include general FC members or general FC members and Officers, but not over the Stratigos.
    2. The power to make executive decisions that are in the best interest of the FC.
    3. The sole discretion over who has authority to craft in the FC workshop and when they are permitted to craft in the FC workshop.
    4. The sole discretion over when and to where the FC airships and submarines are sent out and by whom.
    5. The sole discretion over random roll contests on the FC Discord.
    6. The sole discretion over FC housing décor, inside and out, including the yard, and the power to designate members to decorate the FC house, inside and out, including the yard.
    7. The power to nominate an Officer for the rank of Hypatos, to be voted on by general FC members and leadership.
  5. The Hypatos has the following powers:
    1. The power of veto over popular votes, but not over the Stratigos or Navarkhos.
    2. Sole discretion over all FC gardening, including what and when to plant and harvest, and who has permission to plant, tend, or harvest.
  6. The Technikos has the following powers:
    1. Control over the FC website and Discord.
    2. The power to designate other members of the FC to perform work on the FC website and/or FC Discord on behalf of them.
    3. Final approval over website and Discord projects, content, and media postings.
    4. The power of veto over popular votes, but not over the Stratigos or Navarkhos.
  7. The Antistratigos have the following powers:
    1. The power of collective veto over popular votes.

Article IV: Responsibilities

  1. All members of the FC have the following responsibilities:
    1. To ask for assistance when they need it.
    2. To maintain peace and order within the FC. 
    3. To bring disputes to FC leadership to be resolved in a manner that is conducive to maintaining peace and order within the FC.
  2. All members of leadership (the Quadrumvirate and the Antistratigos) have the following responsibilities:
    1. To maintain transparency between FC leadership and general FC members.
    2. To maintain an active presence in the FC as much as possible, both in game and on Discord.
    3. To assist general FC members as much as possible, provided that such assistance does not interfere with their duties or personal goals.
    4. To lead committees for FC programs and contests and facilitate FC contests both in game and on Discord.
    5. To ensure that stabled chocobos are fed and trained and the stable is clean.
    6. To follow through with commitments made when volunteering to lead committees or events.
  3. The Stratigos has the following responsibilities:
    1. To consult with their fellow Quadrumvirate members before making any executive decision or veto granted by this constitution; but is not required to follow their advice.
  4. The Navarkhos has the following responsibilities:
    1. To consult with their fellow Quadrumvirate members before making any executive decision or veto granted by this constitution; but is not required to follow their advice.
  5. The Hypatos has the following responsibilities:
    1. To always vote with the interests of the general FC members in mind.
    2. To consult with their fellow Quadrumvirate members before using the veto power granted by this constitution; but is not required to follow their advice.
  6. The Technikos has the following responsibilities:
    1. The Technikos is required to maintain the FC website and Discord.
    2. The Technikos is required to keep information on the FC website and Discord up to date and relevant. 
    3. To consult with their fellow Quadrumvirate members before using the veto power granted by this constitution; but is not required to follow their advice.
  7. Antistratigos have the following responsibilities:
    1. To consult with the Quadrumvirate before using the power of collective veto over popular votes; but are not required to follow advice given by the Quadrumvirate.

Article V: Voting and Promotions

  1. Rules pertaining to voting:
    1. When a proposal is put to a vote, it must receive a majority approval of greater than 50% in order to pass.
    2. Except where noted, votes only require majority approval among those who are present for the vote.
    3. In order to vote, members must be logged in to the game and present for the vote.
    4. A leadership vote is a vote among the leadership: the Quadrumvirate and the Antistratigos.  Individual members get one vote.
    5. A popular vote is a vote that includes all active members of the FC: the Quadrumvirate, the Antistratigos, and the Hoplites.  Individual members get one vote.
    6. An election is a vote that may have more than one candidate.
      1. When there is only one candidate, the rules for a vote are followed.
      2. When there are multiple candidates, the candidate with the greatest plurality of the vote is the winner.
      3. In the case of a tie, a run-off election between tied candidates will occur immediately.
      4. In the case of a tie where there are only two candidates, either the Stratigos or the Navarkos will use their power of executive decision to decide the winner.
  2. Promotions for roles:
    1. If the Stratigos decides to resign, they are required to nominate a replacement. The replacement must be approved by a leadership vote before the Stratigos can step down.
    2. The position of Navarkhos is filled by appointment by the Stratigos.
    3. The position of Hypatos is filled by nomination and then election as described below.
      1. When the rank of Hypatos is vacant, the Stratigos and/or the Navarkhos may each nominate one or more of the Antistratigos for the role.
      2. The nominee(s) will be notified and given 1 week to accept or decline the nomination.
      3. An announcement will be made to the entire FC once the nominee(s) have accepted.
      4. At the following general FC meeting, a popular vote election will be held to fill the role.
    4. The position of Technikos is filled by nomination and then election as described below.
      1. When the rank of Technikos is vacant, any member of the Quadrumvirate or the Antistratigos may nominate a current Antistratigos for the role.
      2. The nominee(s) will be notified and given 1 week to accept or decline the nomination.
      3. At the following officer meeting, a leadership vote election will be held to fill the role.
    5. Positions among the Antistratigos are filled by nomination and then voting as described below.
      1. Any member of the Quadrumvirate or Antistratigos may nominate a Hoplite for promotion to Antistratigos, provided the Hoplite has been in the FC for at least 28 days.
      2. A leadership vote will be held to confirm whether the individual will be offered the promotion.
      3. If the vote succeeds, the individual will be notified and be given 1 week to accept or decline the promotion.

Article VI: Resignation, Demotion, and Removal

  1. Pertaining to Antistratigos:
    1. 2 consecutive officer meetings missed without prior notice to FC leadership will result in immediate demotion to Hoplite.
    2. Officers may be demoted for lack of participation in the game, lack of participation in the FC, violating rules, or theft of FC property (such as furnishings or crafting materials).
    3. Demotions due to but not limited to any items under the previous rule will be reviewed and voted on by leadership.
    4. Officer appointments are “lifetime” or until the member decides to step down from the position.
  2. Pertaining to Quadrumvirate members, those positions are “lifetime” appointments or until the member decides to step down.
  3. Pertaining to Navarkhos, the Navarkhos may step down, but is required to give ample notice to the Stratigos so a replacement may be selected for appointment to the position.
  4. Pertaining to Hypatos, the Hypatos may step down, but is required to give ample notice to leadership, so a replacement may be nominated, and a popular vote held.
  5. Participation in the confirmation of a new Hypatos is required for all active members of the FC.
  6. Pertaining to Technikos, the Technikos may step down, but is required to give ample notice to leadership, so a replacement may be nominated, and a leadership vote held.
  7. Any member that is inactive for 180 days or more will be dismissed from the FC. The dismissed member is welcome to rejoin the FC when they return to the game, if they choose.

Article VII: Amendments

  1. This Constitution is a living document, meant to be reviewed and amended once every 6 months, or when leadership feels that it is necessary to do so.
  2. Amendments to the Constitution are drafted by the Quadrumvirate and must be ratified by a leadership vote.
  3. Amendments directly modify the text of the Constitution.
  4. In order to maintain a history of changes, a summary of each amendment must be provided in an Appendix to the Constitution.

Article VIII: General Rules

  1. No one under 18 is admitted under any circumstance for any reason.
  2. Free speech is core to our FC values; however, we must always be respectful to one another and refrain from any derogatory, or degrading, or hateful, threatening conduct, or speech that incites violence of any kind.  Any and all speech of this kind will be dealt with swiftly and impartially.
  3. Any speech in-game or on Discord that violates in-game rules, local, state, or Federal laws or common decency will not be tolerated and will be dealt with swiftly and impartially.
  4. Regarding the FC chest, anything in tab 1 is free for anyone to take for personal use except for chocobo stable supplies (magic brooms and chocobo feed), which are to be used for tending to the chocobo stable. Personal use means that the items should be used by the player and not sold for gil, either with in-game merchants or on the market board.
  5. The contents of tabs 2 and 3 of the FC chest are for FC crafting projects only.
  6. Crystals in the FC chest are for FC crafting projects only.
  7. Participation in the confirmation of a new Hypatos is required for all active members of the FC.
  8. Leadership meetings are held bi-weekly, one hour before general FC meetings.  Leadership attendance is required.
  9. General FC meetings are held bi-weekly, one hour after officer meetings.  Attendance is not required; however, it is highly encouraged.
  10. Special meetings may be called by anyone at any time, but must be scheduled a week, 7 days, in advance.

Appendix 1: Definitions

  1. Common Decency: The term “common decency” includes anything less than being considered extremely vulgar, disturbing, or illegal. 
  2. Leadership: The term “leadership” in this document includes Quadrumvirate members and Officers.
  3. Leader: An FC Leader is a member of the Quadrumvirate.
  4. Active Member: Any member of the FC who has logged in to the game during the past 30 days and is in good standing with the FC. 
  5. Good Standing: A member in good standing is regarded as having complied with all their explicit obligations, and contributes to the well-being of the FC, while not being subject to any form of sanction, suspension or disciplinary censure.

Amendment 1: May 12, 2019

  1. The structure of the Constitution was reworked to reduce duplication and group similar themes under new articles. Except as noted below, these changes were solely in organization and not in content.
  2. Added the new rank Technikos and changed the Triumvirate into the Quadrumvirate.
  3. Clarified that the rights and responsibilities previously described for Hoplites are extended to all FC members.
  4. Clarified that some of the rights and responsibilities previously described for Antistratigos are also extended to the Quadrumvirate.
  5. Clarified and expanded the rules pertaining to voting.
  6. Added rules regarding the amending of the Constitution.
